Book Description: The Rubric is a comprehensive self-assessment tool designed to guide administrators, instructors, staff, and students in evaluating the current state of OER practice at their system or institution. Each of the dimensions targets specific areas that can remove barriers and enhance opportunities for student success. By using the rubric, stakeholders can reflect on strengths, identify areas for growth, and track progress over time. It is intended to provide a structured framework for internal reflection, planning, and continuous improvement, by helping institutions align their OER initiatives with their mission, resources, and student needs. We believe that all higher education stakeholders have roles to play in advancing these goals.

Driving OER Sustainability for Student Success (DOERS) is a collaborative team that works to realize the promise of using high-quality, accessible, and sustainable OER implementation to achieve fairness and student success at scale. In addition to the Advancing Student Success Work Group, DOERS also has work groups focused on research, innovation, and capacity building.

Engaging with the Rubric
Users can engage with this Rubric in multiple ways: as a commitment to engaging with the OE movement, consideration for the effectiveness of textbook affordability, method to evaluate a specific OE program’s progress, and/or tool to assess an entire system’s or institution’s implementation of OE across the curriculum and throughout relevant offices and units.

The Equity through OER Rubric was created in 2019-2020 by an earlier iteration of the DOERS Advancing OER for All Work Group.

The Equity through OER Rubric (2019-2020, first edition), was written by Robert Awkward (Massachusetts Department of Higher Education), Reta Chaffee (University System of New Hampshire), Ann Fiddler (City University of New York), Rebecca Karoff (University of Texas System) and Clarenda Phillips (Texas A&M University-Corpus Christi), with support from Brittany Dudek (Colorado Community Colleges Online) and Jeff Gallant (University System of Georgia), all of whom were members of the DOERS Equity Work Group. Deepak Shenoy (Deep Consulting) provided critical input at the start of the project, Tim Anderson (Minnesota State University) towards its end, and Rebecca Bichel (University of Texas at Arlington) provided sustained support throughout. Emma Gelsinger (University of Texas System) helped finalize the formatting of the Rubric.

The Student Success Through OER Rubric (2025, second edition) was updated by Amy Chen (American Indian Higher Education Consortium), Apurva Ashok (The Rebus Foundation), Brittany Dudek (Colorado Community College System), Caroline Sinkinson (University of Colorado at Boulder), Clarenda Phillips (Missouri State University), Deborah “Debbie” Baker (Maricopa Community College District), Heather Blicher (OEGlobal), Liliana Diaz Solodukhin (Colorado Department of Higher Education), Jeff Gallant (University of Georgia System), Jonathan Lashley (Idaho State Board of Education), Tessy Torres (University of Texas at El Paso), Rebecca Karoff (University of Texas System), Robert “Bob” Awkward (Massachusetts Department of Higher Education), Shira Segal (MIT OpenCourseWare), and Siri Gauthier (eCampusOntario).
